Are Federal Pacific and Zinsco panels dangerous?

Short answer

Federal Pacific Stab-Lok and Zinsco panels are widely regarded as a concern in the trade and are routinely flagged by home inspectors and insurance carriers. The concern is that their breakers may fail to trip under fault conditions. Not every one of these panels is in bad condition, but they cannot be repaired to modern standards and the usual recommendation is replacement.

How to identify each

Federal Pacific Stab-Lok

The panel is generally marked "Federal Pacific Electric" or "FPE" on the label inside the door or on the deadfront. The breakers are commonly branded Stab-Lok and many carry a distinctive handle with a coloured stripe. The equipment was installed widely in homes built and remodeled through the mid-twentieth century, so it turns up across a broad range of Spokane housing.

Zinsco and Sylvania-Zinsco

Labels read Zinsco, Sylvania-Zinsco, or GTE-Sylvania depending on the era. Breaker handles are often coloured, and the breakers engage a bus bar in a way that looks different from modern equipment. If you can photograph the label and the row of breakers with the cover still on, that's usually enough for us to identify it before we come out.

Why they get flagged

The concern with both is the same in substance: that a breaker may fail to trip under fault conditions. A breaker's entire purpose is to open the circuit when something goes wrong, and equipment where that function is in question is treated seriously by the trade.

We're not going to quote you a failure rate or point at a particular study, because the reporting on these panels varies and we'd rather be accurate than dramatic. What we can say plainly is that they are widely regarded as a concern, that home inspectors routinely note them, and that insurance carriers commonly ask about them.

There's a second, less discussed issue: these are obsolete product lines. Even a panel in sound condition is difficult to service, because listed breakers for it are hard to source reliably and you cannot lawfully install breakers that aren't listed for the panel.

What an inspector or insurer will likely say

A home inspector will typically note the panel by name in the report and recommend evaluation by a licensed electrician. That language is standard and it doesn't mean the inspector found a specific defect. It means the equipment warrants a closer look.

Insurers vary more. Some ignore it, some ask for an electrician's assessment, and some decline or non-renew until the panel is replaced. What your options actually are

Realistically there are two: leave it and manage the consequences, or replace it. There isn't a meaningful third option where the panel gets repaired to modern standards, because the components to do that aren't reliably available.

Our approach is to assess the actual panel rather than replacing on reputation alone. We take the cover off and look at condition, breaker seating, signs of heat or arcing, grounding and bonding, the meter base and mast, and how the circuits are landed. Sometimes what we find is a panel in reasonable shape and a homeowner with an insurance letter. Sometimes we find heat damage. Either way you get told what's actually there.

What replacement involves

A panel replacement is permitted work with an inspection. We run a load calculation first: the NEC minimum service for a single-family dwelling is 100 amps, and 200 amps is a market convention rather than a code requirement, so the right size comes out of your actual loads.

On the day, Avista disconnects the service. Avista owns the service conductors and the meter; you own the meter socket, mast, service entrance conductors, and panel. What drives the cost:

  • Whether the meter base and service mast also need replacing
  • Service amperage after the load calculation
  • Overhead versus underground service
  • Whether the panel has to move location
  • Condition of the grounding electrode system
  • Existing wiring corrections found once the cover comes off
  • Permit and inspection fees
  • Avista coordination and scheduling

Other panels that sometimes get flagged

Fuse boxes and 60-amp services are common in Spokane's pre-war housing and are usually the clearest candidates for a service change, not because they're unsafe by definition, but because they were sized for a household with no central air, no EV, and no home office.

Condition-based issues get flagged across every brand: corroded meter bases, double-tapped breakers, missing or inadequate grounding and bonding, and evidence of overheating.
